The goddess Bai Ze ruled over two realms - humans and demons. In the first year of Zhen's reign, the goddess died unexpectedly, and the Order belonging to her disappeared, leading to unbridled demonic beasts causing chaos and numerous bloody murders in the human world. The head of the demons, "Zhu Wei", known as Zhao Yuan Zhou, took the initiative to "surrender" and offered to help the imperial court form a monster hunting bureau to hunt them down and quell the chaos.
